The same exact thing happened on my s13. The fan clutch gave up on you. Basically, the fan is connected to your output shaft. The clutch on the fan is designed to allow an amount of slippage, so that the fan rotates at a slower rpm than the output shaft. When the clutch gets old, and does not function properly, the clutch locks, now forcing the fan to spin at the same RPM as the engine.
Solutions
1 - replace - not really repairable. Well, the broken clutch can be repaired, it's just not worth it. The fan is connected with 4 10mm bolts, you can pull it either from the top or the bottom. It was easier ( I don't have the splash shield ) for me to drop the fan out the bottom of the car...don't believe me? See what you have to remove in order to pull the fan from the top, unless you have your splash shield, which is a different story.
2 - leave it - you're not doing any harm, and wow, it kind've sounds MEAN!!! ok...not really a solution, but nothing is really wrong. You're just pulling a hell of a lot more air through the radiator now than you normally would.
