in photography, you are going to get what you pay for, period. canon does make good cameras, and fairly good optics.
one of the more important things on the camera is the quality of the lens, and its ability to correct for the many types of distortions a lens creates. quality brands for small inexpensive digitals are kodak, nikon and canon. probably in that order.
i guess it depends on what you are looking for, and what its use will be, but unless you are planning on printing or enlarging, than a 2 to 3 megapixel will be fine. but check on other options the camera offers, flash settings, white balancing, the quality of the lens, how quick it takes pics. the lens and these menu options are usually where most brands will cut cost to up what sells: megapixels.
hope i dont confuse you, just reading a few reviews about a camera you are looking to buy should be enough, just look out for its disadvantages =)
