There still seems to be a lot of debate on the Kaizo cars. I have e-mailed the guy that runs the place a couple times, but I haven't heard anything back from him since my last one. As it seems, they do appear to be legal in the fact that they sell a rolling chassis that has been modified to meet certian standards. From that point on, whatever engine you decide to put into it is your choice. They are not liable after they sell the car. So, in theory, they sell you a 100% legal chassis (if what I have gotten from the company and other sources) and then they are free and clear of any liablity from that point. If you put in an illegal motor, then no, your car is no longer legal.
As for the "track only" car. If you import a car for track use or show car use, you have to file paperwork that lists the dates, events and locations of each show/race you are going to participte in. And, from what I remember, it's only good for one year. I am sure there are ways around the rules, and as long as the car never sees street use, is trailered everwhere it goes, I can't see you having any isuses. (I do not condone doing anything illegal, so do this at your own risk.)
