I really need help! Cold start issue

Hello! I am pretty new to the RB world, and I have a few questions regarding my RB20DET.
So I was in California for a month doing some military training, and when I got back, my RB would not start! The starter cranks fine with each push of the starter. After about 2 solid minutes of trying to start, while giving it gas it starts to sputter, then die. Ill keep cranking it still giving it gas and it finally starts but will quickly die if i dont pump the gas. I have to let it idle but still rev up to keep it running, then it will start to idle fine. I have to do this everytime I start it now. After it has warmed up, it starts fine. Im guessing its fuel delivery considering it cranks fine and eventually starts when I give it gas. I was just planning on replacing the fuel filter and upgrading the FPR and fuel pump, unless someone has a better solution! But I also have a question regarding that as well:If upgrading to a Walbro 255lph fuel pump, do I need an adjustable FPR? If so, what would I set it to?

So I tried starting my car today after letting it sit another couple of days, and it wouldnt start until the battery died. I disconnected a fuel line at the fuel filter and turned the key to see if fuel was coming out, and sure enough it was spitting out fuel like nobodys business. So I dont believe it is the fuel filter. I also checked the cold air regulator awhile ago, that didnt do anything either.
