If all the smog device connections are in tact on the header, then it probably won't throw any codes.
Technically, you should not pass the visual part of smog. AFAIK, hotshot doesn't look to get CARB EO#'s on their headers. You'll probably pass the chemical part though, as long as you replace the cat(see below), but I can't be certain as I have not seen tests done.
You only have one cat. It's just below the factory exhaust manifold. Underneath the car, there is a section that looks like a cat, but it is not. The hotshot header goes all the way down to this point. A cat made for an S13 will bolt right up in this dummy cat's place.
