If it's too much fuel pressure, you've either got a bad fpr, clogged/kinked return line, or the vacuum line to the fpr is not connected. The fuel system is a relatively simple system, the only other possible issue is that your fuel pump is way to powerful and is overpowering your fpr, which is doubtful.
As far as cam timing, it is not possible for cam timing to effect fuel pressure. The only reason you would get black smoke from cam timing being off is if your exhaust valve is opening waaayyyy too soon and not allowing a fuel burn.
I say, check your fpr again, make sure the vacuum hose is connected and not damaged, and I would check the return line again too. Just to keep it simple, get some EFI hose, enough to go from your engine bay to the gas filler, take the return line off and connect this new hose to the fpr, and just run that back into the tank. If you still have the same problem, you've either got another bad fpr, or someone before you put some bad a** high volume pump in there.
