I NEED HELP Cruise control

Hi i have a s13 92 and the cruise don't work i press the button and the green light comes on then nothing. iv tried the clutch pedal trick does not work i took the vacuum pump for the actuator and everything checked out fine the green and white wire is the power wires to the motor now im just confused what could it be

I had a similar problem a while back. It turned out to be the hose running to the actuator. It was cracked at the ends and not providing a good seal. I cut the damaged ends off and plugged it back up. Just a thought.
