i need help car wont start

i already posetd this in the 240 techinical section but i was hoping i could get some help over here.

I just got a 93 hatch deliverd to my house today. it wont crank at all. it was stolen from the previous owner and had the ignition broken. the windows got stuck down and its been sitting for a year, so maybe that has something to do with it. the guy at the dealership seemed to think a new steering collum and computer would fix it. i do know the windows won't roll up. the power mirrors won't work. the turnsignals won't work although the hazards will. i do have a running 240 so i have everything to do it' i just don't want to have to rebuild the whole car. any help would be greatly appreciated. i'm kinda lost as of now.

ok, got it running. it was a bad starter relay. now when i rev it it blows black smoke. could that be from it sitting for a year?

Black smoke is fuel. Has the fuel been sitting in it for a year too? If so that might be it. May be deposits in engine? or just runs to rich at WOT

could probably be from sitting over a year.

if it doesn't go later on or if its just 2 much black smoke, then its probably runnin rich.

I would do a basic tuneup, a associate of mine got a car that was sitting for over 1yr. It blew out some smoke carbon build up, and the oil smelled like gas, leaky oring fuel injector I believe. I would fill it up with new gas and even a bottle of dry gas, removes any moisture(water in tank)
