No no, I didnt take it that way. An IP ban is really only inconveniencing of the user at his/her home or office. If I got IP banned here at home, I could technically go to my work computer and log on perfectly fine. We can't keep someone from creating a new name on a new computer when we ban them.

Its not like that. I just make suggestions as to who will or will not be banned. This is an easy one because Phenom78's account was perma banned, to go around that and create another account is also against user policy, so he is banned again.
