I’m not getting any vacuum from my egr/canister solenoid valve. Please Help.

I’m not getting any vacuum from my egr/canister solenoid valve. I pulled the vacuum hose off the metal tube that connects to the solenoid vacuum nipple (nipple C according to the manual) and the hose was fine but no vacuum coming from the tube. I looked at the service manual EF & EC page 6, and from the diagram it looks like the vacuum to the solenoid vacuum nipple connects directly from the intake collector located by the throttle body.

My Question is so I don’t have to dismantle half the engine;Is the hose just below the throttle body (about ½ inch in diameter) and appears to connect to someplace inside the intake manifold in a U shape the correct hose the manual is referring to? If this it the correct hose and there should be continuity with the metal tube that that connects to the solenoid vacuum nipple. Correct?
