Eventually they slow you down to the point where you can't stream much and you can barely load a web page. But your apps data needs are met.

I don't think that is the case for those with FiOS. I have FiOS and I am obviously over 250GBs but my speeds haven't changed. You can't use the windows status utility to measure your real throughput. You need to use Tomato or DDWRT on your router with the bandwidth monitoring utility. Oddly enough right before the est I was torreting (uploading) at 1.5MBs which is faster than 9.34Mbs so IDK why my upload numbers are what they are.
