I've seen some people who don't have the quote button show up for a few minutes after their first login. It will appear in the upper right hand section of a post (next to the report button).

The formatting is almost the same (remove spaces), just needs quotes around user name:

I guess they're still working on getting it ironed out. I'm pretty sure I had it when I first signed in. If not then, within a few minutes of logging on.

Someone in the altima coupe forums posted that they didn't have it, but it then showed up moments later.
