There are programs that let you "skin" or add themes to your home screen. But some of the hacks let you run custom versions of android. Android's linux-based and "open", so anyone can develop a variant of it. Guys like me with earlier Android phones (I got a G1 cheap) are running 1.6 right now, but the Droid and a few others are running 2.0. I think Nexus One is 2.0. Haha, I just reread that and realized how poor an explanation that was. Since it is linux-based, the administrator is the root login. So it's not really referring to the root directory, though that is modified through the process.
