I just bought a 2012 M37x in October 2015 and it had 32,000 miles. The dealership says the transmission fluid and belts needs to be replaced. Shouldn't that have already been checked out??

Look at the maintenance schedule for your car and if it should of been done within 3 years or 32K miles ask them for all the service records. Most likely all service was done at a dealership and it would be in the computer.
