White smoke is water. If it smells sweet, you're burning antifreeze meaning headgasket is blown. If it's only smoking a little bit on cold starts and stops when the engine is warm, it could just be condensation in the exhaust. Still smell it though.
Blue smoke is oil. Bad rings, valve stem seals, bad PCV valve, and even a blown head gasket could cause burning oil issues.
So, if it's white smoke, don't bother with the valve stem seals just yet. When you did the compression test, was the engine warm or cold? I bough a car with a blown head gasket and it wouldn't leak until the engine got up to opperating temps and the T-Stat opened. You can buy a kit to test your antifreeze for carbon (I think carbon). If the HG is blown, there will be combustion gasses entering the cooling system. The kit is just some paper strips that turn a certain color when it touches carbon.
Or, you could remove the radiator cap, turn the motor over by hand, making sure to stop at every cylinders compression stroke @ TDC and look for bubbles where the cap would go.
