I called my dealer and he finally was able to provide me with a VIN to my car. I think it might actually be a VIN for my car and not some random VIN. I was worried that the dealer got tired of me calling him every week about a VIN and just gave me a VIN off the lot to shut me up since there's no way to track it. So here's what I did.
-Don't bother about calling another dealer to verify the VIN. Although they have the software needed to check the VIN of all cars being made, they won't bother checking for you since you aren't going to be buying from them. I called several dealers and they refused to check because it would be a car being sold outside of the dealership. Losers
-Don't bother calling the consumer affairs line. They don't have a record of the VIN until it's on the dealer's lot. I called them and gave them the VIN, but they didn't have a record and told me that wouldn't have one until it's on the lot. They are basically the warranty people.
-You can try CarFax. I put my VIN in carfax and it returned 0 records, but it did show that it was a valid VIN for a Nissan Versa. I then went to dealer websites and got some VINs for Versa's that are actually on the lots. When you put these VINs into carfax, it always shows 1 record. I take it that this event represents that a dealer temporarily hold title to the vehicle until it's purchased. So if it shows 0 records, this must mean the car has been built, but no dealer holds temporary title. If it shows one event, this must mean that a dealer already has this vehicle and temporary title.
Now for the gold. While I was talking to the sales guy, he said something about a VON (Vehicle Order Number). He also slipped up and told me that there's a website where you can go to track the progress of the car as it's being built in the factory. He's a pretty new sales guy so I easily trap him into telling me things like this . I asked him for the website and he said he would have to get it and call me back. He called me back only to tell me the website doesn't exist and there's no way to track it. Hmmmmm. I think he went to his manager to get the site, but the manager told him not to give it out. Now we know that there's internal tracking number before you get the VIN. We also know there's a site where you can go to track your car through VON or VIN. Now we just need to find that site.
