I cant get my F/G gauge to work no idiot light to of the g working 1990 240sx cp

How do i test and fix it seems like the last owner messed it up i get no gauge reading or idiot light plus looks like some one tried cause thers elect tape all around the wires all other gauges work ? Thx

check out the fuel pump assembly in the trunk. there is a grounding wire the rusts off. reattach the wire. not sure if thats the problem but good start.
