I cant find where/what is holding tension on the crank /tena

Im in process of remove alll 3 belts in order to replace oil seal(front)
However - even after losening the two tension bolts up top the belt still wont come loose- Im wondering whats next todo solve this issue - Can anyone help please.
93' nissan 1.6ltr engine

If the tensioners on your engine are designed anything like those on the Q45 engine you have to loosen the pulley bolt a turn or more to get it to slide up or down as you adjust the tension bolt.
