Anyone know if they make those S14 & S13 Silvia Hyper Rev books in English? Or any other Silvia ones?

the short answer? No.

I've never seen a hyper-rev in anything but japanese.

yeah, Japanese only. You would be suprized what you can learn just flipping through it though. Here are a few from my collection
