Vent actuator started making clicking noise so I looked for new parts # 27736-70F00
but nobody has it. I founded parts #27736-65F00 actuator for S14.
Does this 27736-65F00 replace 27736-70F00 ?

The -65F00 is a non-domestic part number for the Silvia (JDM and EU, I think), but it fits S14 and S15 so it might work. I think you'll just have to try it.

When I compared the two pictures, the parts were almost the same, but the placement was reversed. Japan is right hand drive

The arms are usually flatted on both sides and not D-keyed, so you can probably take it off and swap your arm to it. The question then would be, does it rotate the correct amount in the correct direction? Like I said, you may just need to buy it and see if it will work functionally.

27736-70F00 is still available in limited numbers. Call around to your local Nissan dealers, they should be able to get one to you.
I ordered one recently from this dealership. I had to call their parts dept phone # for them to enable the part availability on their website, at a discount compared to purchasing it from them in person.

Is it clicking when you change the temperature? 70F00 is the blend door actuator.
Mode door actuator is 27731-70F00

When changing mode switch.
I checked 27736-70F00 was clicking.
27730M in this picture.

That diagram calls 27730M "Actuator Fresh Vent" with same p/n 27736-70F00
interesting. It should click when you hit the recirculation button.

It doesn’t click just one button on the face and feet
