the fan clutch could still be locked up in a different way. The clutch is spose to "slip" when the clutch gets warm or cold(i forgot wich) to slow the fan without slowing the motor so that your car can keep its opperating temp, if the clutch isnt slipping the fan will spin as fast as the motor is going and the fan will make a kind of humming noise.
Also this might be causing your belt noise if the fans spinning to fast the increased drag could be slowing it down while your belts are still spinning faster causing them to slip on the pully.One way to check your clutch is turn the car on with the hood open and listen to your fan, it should roar then die down, if it doesnt die down then its locked.
