HUD Problem

I bought this vehicle with a broken timing chain. I fixed that and the HUD nor speedometer worked. I checked the fuses and such and nothing. I found a cluster and replaced it. Now the HUD and speedo work, BUT when I give the car gas or it is idling it will read like it is moving. I thought maybe that it might be getting some interference from something electrical, so I removed it and switched everthing in to my old cluster to see if it made a difference, but still does the same thing. The speedometer reads right driving but it is just at an idle. Any ideas?
