HUD cluster wont light up

So I just bought an s13 the other day and everything seems to work on it besides the cluster lights and speedo (HUD). The brake, seat belt, battery, high beam, turn signal, etc, all light up as well but just not the HVAC and the cluster. I've read that the TCU is most likely the issue so I pulled it to examine it but I couldn't see any evidence supporting that it's been burned out. The previous owner did have an after market sound system in there and said that the lights come on and off randomly. If anyone has experienced this issue before please drop some knowledge on me and if you have a spare working TCU for sale I'd be willing to buy that at a reasonable price. Anyways I have a pic attached of the TCU board so let me know if you noticed anything about it.
