When it's cold out, it seems like the lights on my gauge cluster including the speedo have to "warm-up" before they come on.

What's the fix, it sucks driving for 15minutes before i know how fast i'm going.

sounds like the capacitor is out. search for the digitial speedo repair thread - it's on here somewhere - should be in the faq/tech articles section as well.
