Hub Centric Rings / Rim color opinions and paintjob advice?

Hello all, Ive bought Enkei CDR9 17'' rims. All I need to do now is repaint it and find hub-centric rings which will fit on the V. http://www.edgeracing.com/imag...m.jpg

1) When preping wheels for a paint job, should I sand it down to bare metal or just enough that the clearcoat is gone?

2) I have a sapphire blue versa, and every bright rim color that I see seems to look funny on the car. I do not really want it to be a plain silver/black/gunmetal, so what would you all think about painting the rims blue(to match sapphire blue)/orange/red/dark green? Would it look tacky or sexy? I do realize its my opinion that matters most, but I cant decide between plain, or colorful.

3) What is the center bore diameter of the wheel and do pepboys/advance autoparts sell these? Thanks!
