hub bearing pulling problem, help

I have 2 rear axles with hubs and e brake assemblies and i'm trying to pull the hubs off the axles to prep them for the install. One came out no problem just by giving it few hits with the rubber hammer but the other one is being a real *****. I've spent lots of time on it with no luck. I've bought a hub puller and and tried to pull the hub using that but i just cant do it. I even used impact wrench to tighten the puller but it doesnt wanna go any further.Can anyone give me some tips and suggestions on how to take the stuff apart? I'm getting really frustrated now.Thanks
