how would you tell if a crank angle sensor was bad. 91 q45

how would tell if the crank angle sensor is bad. I tested it to the shop manual and it is reading 5.6 volts all the time on the 1 signal and on the 90 signal no fluctuation from 5.6v to 0v like the book says. I also tested it by taking it out of the car and rotating to see if I could hear the fuel injectors fire, and I couldnt. I just want to make really sure that this unit is bad before going and buying a new one for 385.00. All I know is if I spray a little starting fuid in the intake it fires right up for a few seconds then dies.

I wonder if the compression alone is causing ignition with the starting fluid?
