How to remove stock S13 Silvia (JDM) bumper?

I'm trying to remove my stock S13 Silvia bumper (bought car with front conversion), but I'm stuck. I got all the bolts except the 8 bolts that attach the top of the bumper to the bumper support. Must these 8 bolts be removed, or does the bumper slide off? These 8 bolts are super rusted and I dont wanna bother with them if there is an alternative. The bumper slides left/right by about an inch, so i'm wondering if it is somehow clipped on. Thnx.

if your bumper doesn't come off now, try them? I'm 90% sure those are it because my bumper had the same size and type of bolt holding it tight. Maybe it's the same on the silvia bumpers
