you'll have to remve the fender liner to get at it better. the liner is held on by a few screws and some push-button fastners. to drain it just pull the hoses off. i think all the motors are inside the tank. so you can pull everything at once.

Eddie's right...the easiest way to get to it is to pull the passenger wheelwell liner. But the motors are on the outside of the tank. Mine had one for the front window and another for the rear.

Are you going to remove the turbing, too? Because you pretty much have to have the interior panels out to do this.

the tubing that goes to the hood nossles just runs up the top of the fender and into the engine bay. If you have the fender liner out its a peice of cake to remove.

if you have the rear sqirter its a little more work to get the tubing out. although i guess tou could leave it in there. i was going to reuse my rear quirter to spray the radiator with. kinda like those i/c sprayer thingys.

I removed mine because it also did not work, and killed the fuse to my wipers if I hit the button (very bad!). The tank that holds the wiper fluid has the motors attached to it. I just removed the tank, cut the harness connecters off of the harness (they broke into pieces when I tried to remove them), taped off the ends, and zip-tied them to a suitable location. The hoses then can be easily followed and removed.
