If you don't have the Consult interface, you have to actually remove the ECU so you can get at the side of the ECU that has the LEDs and the switch. As Maxnix said, it's a PITA.
If it comes on occasionally, I'd recommend checking your MAF sensor connector. Wiggle it while the engine is idling and if the idle changes, the pins likely need to be cleaned and the connector itself might need to be tigtened up to make good electrical contact. I had a similar problem on my '94 and doing that cleared it up.
