how to install 2007 rear window hinges into the lift gate metal

my sons 2007 pf has a problem with the passenger side hinge which attaches to the popup glass window in the liftgate.
The hinge is well attached to the glass but the hinge part supposed to attach to the liftgate mount hole is totally loose . there is no apparent way to mount the hinge in the hole. Are parts missing? Does it glue in? I have looked all over the internet and talked to dealers and no one has an explanation. Please help !!! Thanks
