How to get better low end torque on a sr engine

I currently am running the stock t25 turbo on my s13 blacktop. I want to upgrade my turbo but I don,t want to sacrifice low end torque. What would be the best way to add HP & low end torque. I know that usually when you add a bigger turbo you increase the lag .

Do the bolt ons, take care of the exhuast and the intakes and then upgrade to a larger tubo say S15's T28 or a GT28.

the little loss in torque at low end is far less than the gain in torque at higher RPM range... more kick to look forward to.

I run a s15 T28, makes better low end torque than the T25, along with a much healtier top end.
