How to gain access to backside of rear quarters, can it be done?

I have some surface rust on the rear quarters above the middle of the rear fender well.. I'm going to por15 the car soon in the small trouble spots.

However for this to be all effective I have to really seal up the affected areas. Can you gain access at all to the back side of the rear quarters through the hatch of an s13?

Looks like I cna get at some of it by removing the rear cargo trim. Hopefully enough to get at the couple of small spots I have to fix.
