how-to fix this rusted shiz!(pics included)

parti just bought this 240 for $400 and its a big project.i was freeing up some room in the engine bay and then looked and saw this crazy *** spot underneath driverside. can anyone tell me how i can fix it?thanks

i dont even think that is safe to drive. cut all the rust out and fab up some replacement frame rails. spot weld them and then run clean beads all the way around to finish up.

If you have to ask that I doubt that a) you can weld and b) you can fix thisyourself.
