How to do S14 signal mod?

Im know im not the first to ask this nor will i be the last, ive seen on a couple of kouki's out there that does this mod and idk about you guys but i think its a nice touch for the kouki lighting. What i am asking is if ANYONE KNOW HOWS TO DO THIS MOD? Write ups, threads on how to, or links diy are much appreciated.

This is how it looks like... excluding the fog lights is what i am talking about

Not sure but looks very clean. I like the smoothness.
