how to change 3rd brake light?

okay not literally but my 91 coupe doesnt have the 3rd brake light inside the cabin of the car on the rear windshield as this picture shows



but i have the stock wing with the brake light instead, i cant seem to get it out, im twisting it and twisting it but it has this really weird feeling to it



it feels like theres no bulb in there or even a socket yet i cant seem to twist it, anybody else have a problem like this?
