personally i would spend a little money stripping the yellow tint, that would deter me from making the purchase almost as much as the rust. Also, try and make a couple bones by trading ur wheels for stock se's and cash, seems they would be more valuable in that scenario than selling with the car.
As it sits, taking account of the rust, I would pay 2000-2500, only because I know I will be spending money on stripping the paint and putting the effort into getting rid of the wheels.
Stock SE wheels, clean windows and some good patch work on the rust maybe closer to 4 because the very rare boot seems to be in decent condition, the tail lights help A LOT and i'll give you the benefit of the doubt on interior and motor condition.
