How do you explain HIDs to Cops?

I had 1 of 4 go bad. It was in my bumper though, somewhat of an area where it could have gotten a lot of moisture (directly to the right of my passenger side fog light). It actually looked like it shorted pretty badly, casing popped off the back and everything. It still worked, just not all the time.
