I wouldn't use never dull as it has a high concentration of very strong solvents/petroleum distillates which can compromise the clear on the machined face.
Wash the wheels with soap and water, then blow them dry with compressed air or an electric leaf blower. Onve they are dry simply use a cleaber wax such as Meguiars cleaner wax (available at walmart) and a soft, clean microfiber towel to gently remove the spots. Just use light pressure, allow the wax to dry, then remove with another microfiber towel.
After you do this and have removed all of the spots, then you should be good. If you continue to see spots it is becasue you are aloowing water to dry on the wheels--either speed up your cleaning process, or stop washing your wheels in full sun.
