How do we replace the bulbs in our foglights on a 98 I30?

I looked underneath the car and it just doesn't look like it can be done without removing the bumper skin? Does anybody have a secret way to replace the foglight bulbs?

There is no need to remove the bumper cover.The black plastic cover in each wheel well is secured by a mix of Phillips screw and plastic clips. Remove just enough of the screws/clips until you can pull out the front portion of the cover. I can't remember if you have to remove the plastic cover under the engine for better access. If you have to pull out the fog lamp, you need to remove the corner lamps first to access the mounting screws for the fog lamp.

If all else fails look into purchasing a Chilton's guide, comes in handy and usually has about everything you need. I think I remember a foglight bulb replacement in there but I'm not sure.
