Have you tried using a simple light electrical tester to see if there is power all the way up to the motors? Start at the light motors(passenger side first) an work your way back until you find power. If you have power to the motors then it might just be that the motors need to be replaced. I would by some out of a junk yard before i spent the money on new ones.9 times out of 10 i find that the simplest solution is usually the answer to the problem.
