I tried all kind of cleansing supplies from auto store.. like bug tar removal brand. But this tar not coming off... like it became part of the rim, it's very smooth that if you rub your hand over the rims and tar area.. you can't tell the different. Is there any strong products that i can buy from local auto store, however i don't want to damage the rims either. Please help.

Depends if this is really road tar. Back when I was detailing cars we simply used diesel and then wax the cars on painted surfaces.

Avoid using a strong degreaser like Simple Green as it can make the paint soft and even peel off. If you have to, it must be diluted.

Have you tried using Dawn dishwashing fluid? Mix it in warm water and then use cotton towel to remove tar.

Aaahhh...diesel, reminds me of the time I was an expat in the Middle East. Everywhere you go for car wash, they sprayed diesel on the body, engine compartment and undercarriage. Car looks great but the interior stinks with diesel for several days.

You can also try it but just make you rinse the wheel immediately with water and thoroughly.

Run a dryer sheet under the faucet and then rub.

Works like a charm!

The biggest issue is the brakes.

As far as the interior this brings up one of the operations pickups at the power plant I worked at. Coal fired power plants use oil to startup on and that oil is often diesel. In the early days the oil pumps were always left on and oil was recirced. This was very effective at keeping the oil fresh, warm, etc. One of the operators parked the truck next to a set of pumps and went about his business looking at various pieces of equipment. He left the door open and the pump skid blew a line and shot it straight into the truck cab. Nice and shiny inside, truck was basically totaled.
