They're both for the PCV. PCV systems always have two hoses, one is a fresh air inlet located before the throttle plate and the other is a vacuum outlet past the throttle plate. They both act as outlets under high load as shown in the diagram below, which is why a bad valve can cover your air filter and throttle body in oil. On a 2-bank engine they're always on opposite valve covers to promote airflow across the crankcase, but on an L4 the airflow is simply directed with baffles in the cover and passages in the block and head.
