I would think it is the clock spring or possibly a defective horn contact in the pad (airbag).
There are several wires in the clock spring.
Maybe 2 for the cruise, 2 for the other various controls and 1 for the horn.
If only the wire for the horn is damaged, then the other wires will work normally.
If you are careful and know which wire is for the horn, you could check for continuity.
NOTE: I changed one on my daughter's car last Summer. Not a big deal.
