Does anyone have a suggestion for repairing the contacts ( clockspring?) under steering wheel for horn and cruise control controls?

The contacts might be too far from the wheel, or they may be corroded. Try cleaning them with isopropyl alcohol or electrical contact cleaner.

I haven't pulled the wheel yet, but I will try cleaning as you suggest.

Still trying to fix the horn issue. I pulled the wheel and cleaned the contacts and no change. Any suggestions on how to fix if the contacts are too far and not making contact?

HORN FIXED !!! After pulling the steering wheel, cleaning the contacts, and still no change, I looked at the column. The contacts are part of a cluster that includes the turn signal and wiper control. The cluster is held on column by a clamp with screw on top. I loosened the clamp and pulled the cluster toward me just a little, tightened clamp and replace wheel. Horn and cruise work perfectly again.
