The nissan sentra 1999 that i have whend i rotate the steering whell the horn start sound on diferent position of the steering wheel.Before that problem the Cruise control system stop work . where is the problem .Bad clock spring?. Thank a lot ,apreciate your answer.

The bad clock spring would be my first guess as well.
