Yes, horns can go bad. Recently bought a 1998 4Runner and the 1 of the 2 horns didn't work. Usually, all a horn needs to work is a positive wire to the connector on the horn. The horn is usually bolted to the body of the vehivle and that bolt is the ground connection.
Run this simple test. Connect a test light to the wire that was connected to the horn and ground the test light to the body of the vehicle. Have someone else press the horn on the steering wheel. If the steering wheel horn switch is good, then the test light should come on. If it doesn't come on, then you probably do have a bad switch in the steering wheel/column.
The 720's have a whimpy little "beep -beep" horn and now is the time to upgrade and make some real noise if you want. I upgraded my 4Runner horns to Lexus horns and they sound much louder and better. Got'em at the PullaPart for around $10 total. It's a 5 minute install.
