horn is not working, need help

I used a test light to see where I'm not getting power, I had took off the relay and see if there was any power to the relay but I had none, same when I test the horn cable, but I'm not sure if should have another person press the horn and see if I'm getting power or not. I took off the cover to the steering wheel and see if it springs were making contact and yes it was. any other suggestions?
