Horn and Cruise Control not working.

Well at sort of random my horn and Cruise both stopped working at the same time and I am not sure where to start checking. this is on a 91 stock s13. I have checked to make sure each ring on the slip ring has good contact and replaced the relay and fuse under the hood. I checked the voltage at the relay and it is 8.99 volts (or close to that). I also checked to see if the horns worked when they had power applied to them directly from the battery and they did. One night after realizing that neither were working the cruise would work erratically and let me set it once just after starting and driving, but would not let me cancel or resume the setting. I am not sure where to check next. any help would be nice.

Can't comment on the horn problem, however, my cruise was not working and I found that the clutch pedal was not coming up all the way after I removed my foot from the pedal. It must come up all the way in order to make the switch above the pedal which deactivates the cruise when you push the clutch in. If I lift the pedal with my toe it will stay up and the cruise will work fine until you deactivate it by pushing the clutch pedal down. I do not know how to resolve the issue with the pedal not coming up and welcome any advice on resolving this problem.

I would say check the clock spring in the steering wheel, If the spring isnt making contact...you have no horn or c.c.

I will check the clutch pedal.

I already verified that the slip ring is making good contact using a multimeter.
