a simple compression and or leakdown test will quickly reveal the true condition of the motor (which is a real pain due to the coil on plug as the crossover pipe) it is highly unlikely that both turbo's went at the same time, if you hear a wine the one or both is still spinning, if the price is right it might be worth dealing with but you have some expensive potential repairs, it could simply be a huge boost leak, as for dificulty, nothing on a TT is easy, replacing with quality aftermarket is no harder then replacing with rebuilts, if you upsize the turbo's you'll need adn ECU and possibly injectors to match
as for other items to look at, pull the centerpanle between the headlights, it covers the air filter box and you can see if the sheetmetal underneth has been bent in a front end colision, and the timing belt! is there si no proof if it having been done within the last 60k, plan on replacing it, and plan on buying the waterpump, idlers, tensioner and hoses while your at it, expect to spend about $500 on parts if you do it yourself, about double if you have to have it done, if the belt snaps or an idler siezed, you trash the motor
